This morning, December 18, 2023, around 2:15 am, Boise Police responded to a call for service on the 1600 block of W. Rossi St. regarding a man and woman outside the calling party’s residence. Preliminary information indicated that there had been previous threats toward an adult male inside the house and that the man and woman outside the door were possibly armed. Officers quickly arrived and located a vehicle leaving the residence. Officers initiated a traffic stop and the vehicle pulled over. The occupants of the car were identified as Andrew Larson and Rachel Young and there were multiple firearms located in the vehicle. Following an investigation, evidence indicated that the two suspects had conspired to drive to Boise last night with the intention to kill the victim. The victim and the suspects were known to each other. The suspects, Rachel Young and Andrew Larson, were arrested and booked into the Ada County Jail on the listed charges.
